Leeds has one of the largest stocks of back-to-back terraces in England, alongside extensive Victorian and Edwardian housing. These properties present unusual EPC challenges because of their party-wall geometry, limited insulation options, and the planning constraints in conservation areas like Headingley and Roundhay.   • Internal wall insulation must address all four exterior-facing walls including the rear wall facing the next yard

  • Focus on loft, cavity (where available), boiler, controls, and LED
  • Solar PV often viable on south-facing rows
  • If still below Band C after these measures, consider the exemption route rather than pursue invasive internal insulation

Funding and grants for Leeds landlords

Available routes:

  • ECO4 (Energy Company Obligation): means-tested on the tenant household. Leeds has been a significant ECO4 area, especially in inner south Leeds.
  • Great British Insulation Scheme (GBIS): cavity wall and loft insulation in council tax bands A to D, EPC bands D to G.
